Rutgers College Student Fund
Eligibility and Activity Requirements for Student Fund Accounts
Approved September 1, 2001
Each account holder must be an organization, event, program
or publication directed toward Rutgers students or student
organizations. Account holders must be registered/recognized
and advised by an official Rutgers University Department or
Committee. All activity processed in SABO accounts must be
student focused and must be directly related to the account
being charged or credited.
Student fund accounts are not to be used to circumvent University
regulations.
Specific Restrictions
· · Professional staff travel cannot be processed
through the Student Fund Accounting Office except when a staff
member serves as an agent of the University for a specific
student focused travel program (excluding conferences) or
when staff are participants in travel programs unrelated to
their capacity as a University employee. Staff members who
serve as an agent of the University for a student organization
travel program must follow applicable College and University
travel regulations. All professional staff conference travel
must be processed through standard University procedures as
stated in the University Travel Policy. Professional staff
are inclusive of type 4 hourly employees and graduate interns
but exclusive of type 5 student staff, preceptors and counselors
in residence.
· · Payments to individuals (other than reimbursements)
who are employed by the University during the current calendar
year cannot be paid through the Student Fund Accounting Office.
These employees must be paid through the University Payroll
System.
· · Wages to employees (according to IRS definition)
cannot be paid through the Student Fund Accounting Office.
Wages must be paid through the University Payroll System.
Only independent contractors (according to IRS definition)
who are not employees of the University can be paid through
the Student Fund Accounting Office.
Requirements to establish an account:
· · Signed document on departmental letterhead
from the Dean or Director indicating that the organization,
event, program or publication is recognized and advised by
the department. Document must also list:
· · Scope of organization’s activities
· · Source of funding
· · Anticipated types of expenditures
· · Names and titles of individuals who may
authorize transactions
· · Annual renewal of accounts takes place via
the signature authorization card that are sent to the attention
of each department head.
Accounts may be established for officially recognized student
organizations (including program councils, residence hall
accounts, and recreational organizations) of Rutgers College,
University College, College of Engineering and College of
Pharmacy based on those units’ own registration documentation
(no additional memo on letterhead required).
